I see kids of all ages dressed like this, waiting for the bus, during the winter when I head to work. It boggles my mind. I also don’t get how their parents allow it.

Yep, I had a conversation with a ‘said’ parent. That parent held no authority, influence over the kid. I even said: “I say to my son, hey, you’re going to need that hat, gloves and scarf on” The parent replied “they just ignore me, so I let it go.”
My demands are simple: coat on when we go outside, and zippered on the bike. The oldest is responsible for his own gloves, the youngest refuses gloves and then cries because his hands are cold.
I watched a local kid in Flagstaff out playing in the snow in jeans and a t-shirt yesterday. I was wearing, like, every layer I own.
